World News: Macron Appoints François Hollande's Former PM Bernard Cazeneuve To Top Spot

While Emmanuel Macron and his concept of a new world seem to be trapped in political and institutional reality, the question arises, especially with his newest appointment, as to whether the said new world ever really existed?

Published in the newspaper Le Monde (September 1, 2024), Solenn Le Royer's article insisted, not without reason, that appointing Bernard Cazeneuve, the last Prime Minister of François Hollande's presidency, marked for the President of the Republic Emmanuel Macron the admission of failure of the new world so dear to the current tenant of the Elysée Palace.

The idea, which is most valid, nevertheless deserves to be balanced by a simple question, namely, did the new world really exist? This notion, some would say this concept, a hobbyhorse of Macronism since 2017, continues to question as much as Macronism itself as the two seem intrinsically linked. So, what remains of the old world, so despised by the President of the Republic?

In the end, from institutions to political parties, weakened or not, it seems that the old world has not completely disappeared, the results of the legislative elections proving it again by posing, not new cleavages, but on the contrary reinforced cleavages between right and left, even if they are extreme.

Political Necessity

Attributing, potentially in any case, the post of Prime Minister to Bernard Cazeneuve would not necessarily be a return to the old world but a pragmatic acceptance of the political reality dictated by the results of the legislative elections, the institutions and the political and social need to give the country a stable Government in line with the ballot box.

In the end, this is not a radical failure of the new world because it turns out to be more a desire for change than the formal concretization of a political ambition. The failure would therefore not be so much in the appointment of a former prime minister as in the inability of a man, in this case the President of the Republic, to get a country and his own vision, even if it is innovative and original, to join. History will tell if Emmanuel Macron was ahead of his time or if he was only the 2.0 avatar of an old world so decried but indispensable to the advent of the new world.

Moreover, it remains to be established what this new world would look like, this political and social Eldorado made up of national harmony and full employment, bathed in happy globalization.  For the time being, the contours remain blurred and difficult to draw for a simple reason: the new world does not exist. It is only the fruit of the evolution of the old.

Concretely, would a man of the fifteenth century speak of a new world by looking at the world of the twentieth? Presumably, but factually, what he would designate as new would only be an evolution of the one he knew. From now on, two needs are imposed: to return to the reality of the moment and to appoint a Prime Minister backed by his government.
